Description

Governor Russell refers to the Constitution multiple times throughout the proclamation. He says that the Constitution grants each and every person the right to peacefully assemble and also that each citizen has a right to their civil liberties which cannot be taken away. Russell also calls upon government officials to quickly bring those to justice who infringe upon others civil rights.
